Planning and evaluation is not a one-size-fits-all undertaking.  Three Flights tailors the evaluation strategy to meet the needs of the organization.  We use rigorous and real-time data collection methods, whether the need is monitoring implementation or determining program impact.  We believe in using strategies that reflect the complex and dynamic environment in which programs and policies exist.
